BizTech Fusion carefully selected Namtra Business Solutions, Inc. (NBS) – a SBA certified 8(a) and Woman-Owned Small Business – as our subcontractor on the Seaport Enhanced contract. NBS is a SEI CMMI Level 3 and ISO 9001:2008 certified company and is a current Seaport “Enhanced” contractor with contracts in Zones 1, 2, 3, 4, 5, and 6.

BizTech has strong and relevant past performance in several Functional Areas delineated in the Seaport-e RFP. Team BizTech collectively has a resource base of 200 highly skilled and experienced staff in all seven (7) Zones, many of who hold active ‘Top Secret’ Security Clearance. BizTech and our subcontractors are well-established, financially stable, profitable, and responsible companies that have a track record of implementing projects on time and within budget resulting in tangible cost savings to our customers.

6.   Description of BizTech Fusion’s Quality Assurance Program

BizTech Fusion uses an existing quality assurance (QA) program focused on formal procedures at each level of performance to provide our customers the highest quality products and services. The approach instills customer confidence and satisfaction with BizTech Fusion’s performance. The authority for QA originates from the executive level of the company, under the responsibility of the CEO. The CEO establishes policies and procedures and ensures oversight of the program. QA personnel are technical staff assigned to each program. They are identified in the formal project plan prepared for the project. QA personnel function independently of the technical organization; their goal is to ensure that objective quality is maintained. The application of a customer-focused QA is essential. BizTech Fusion utilizes a QA approach within the QA processes for all project support (e.g., control, review, methods, and tests).

Compliance with quality control (QC) standards, such as those of the International Organizations for Standardization (ISO 9000), American National Standards Institute (ANSI Q90-95), and Military Quality Standards (MIL-Q-STDs), and other applicable standards, is a common work procedure. BizTech Fusion knows that the QA process must be flexible to support diverse requirements. BizTech Fusion will implement a customer-focused QA (CFQA) approach for this project that recognizes the importance of responsive support to Government end users. The CFQA program includes the following:

  • Regular customer meetings
  • Immediate conferences with offices that request specific tasks and service issues
  • Follow-up meetings to determine customer satisfaction
  • Soliciting and acting upon customer suggestions
  • Help desk and customer surveys

BizTech Fusion ’s commitment to QA and process improvement guarantees superior quality in the provision of services and products. QA yields high quality services and products within budget and schedule constraints. QA methodology is results-oriented, continuing to improve the process. The BizTech Fusion Project Manager monitors activity and provides fine-tuning of the process throughout the project life cycle. Automated systems and standardized test procedures ensure repeatable success. BizTech Fusion employs such procedures in the production and delivery of all services and products.

District of Columbia Unified Certification Program Disadvantaged Business Enterprise (DBE)

The U.S. Department of Transportation’s DBE (disadvantaged business enterprise) program provides a vehicle for increasing the participation by MBEs in state and local procurement. DOT DBE regulations require state and local transportation agencies that receive DOT financial assistance, to establish goals for the participation of DBEs. Each DOT-assisted State and local transportation agency is required to establish annual DBE goals, and review the scopes of anticipated large prime contracts throughout the year and establish contract-specific DBE subcontracting goals. Along with the OSDBU, the Departmental Office of Civil Rights, and the Office of the General Counsel; there are three major DOT operating administrations are involved in the DBE program. MDOT’s Office of Minority Business Enterprise (OMBE) is the State’s Official Certification Agency.

Firms may hold certification as both a Minority Business Enterprise (MBE) and a Disadvantaged Business Enterprise (DBE).
